Toronto Council rebuffs debate on shelter crisis

A motion from Councillor Adam Vaughan would have made it possible for Council to debate the shelter issue immediately, rather than waiting till a city staff report is delivered next month.  The motion needed 30 votes to pass and was unsuccessful (24-20).Vaughan said his goal was to get approval for a temporary emergecy shelter.

The clear indication were getting is that this is a crisis, people are in harms way, and the city is failing to take care of them, he told reporters.

Seven homeless people have died so far this year, according to street pastor Doug Johnson Hatlem, who keeps statistics for the Toronto Homeless Memorial Network. The network has counted 700 such deaths since 1985.
